Ideal if you want locals not sunbeds, open tavernas and lower prices.
Less suited to those chasing beach clubs and guaranteed sun. If you want 28 to 35 degree swims, Mykonos super clubs, Santorini infinity pools and daily 10 ferry hops like July, winter islands will feel quiet with 10 to 18 degree days, rainy spells, limited ferries and many small Cycladic hotels closed November to March.

Syros, Evia and Corfu stay most alive as administrative capitals.

Book year round hotels in main towns Heraklion, Corfu Town, Rhodes Town, Ermoupoli not beach resorts, hire car as buses reduce, carry waterproof jacket and layers for 600 to 1000m mountain walks, check ferry cancellations 24 hours ahead due to north winds, and choose islands with hospitals and pharmacies open as small Cyclades like Mykonos and Santorini have limited winter health and shop hours.
